Planet automation won't clear blockers or build buildings for unemployed pops. Steps to reproduce the issue. Have all automation checkboxes clicked and wait for your planet to develop. Automation has a priority list for buildings - it always upgrades the planetary administration first (I think it does this even if upgrades are disabled), then it builds job boosters (mineral processing plants, alloy mega forges, etc), …It's best to automate planets individually and choose their planetary ficus instead of leaving it up to the AI, as it will give you more control over what resources are being produces on which planets.
